EPA Victoria has issued a development licence for a Victorian construction materials provider.
EPA Victoria issued the licence to Hi-Quality Quarry Products located in Bulla. While the company holds an operating licence, the permission granted by EPA Victoria enables it to receive up to 100,000 tonnes per year of fill material and construction wastes.
This includes concrete, bricks, asphalt, and rock for waste processing and resource recovery.
“EPA assessed the application against Victorian legislation including important climate change and human rights considerations,” EPA said in a statement.
“To minimise risks from noise, EPA has set conditions restricting the activity to daytime hours only. To minimise risks from dust, EPA requires the activity to be conducted at a central location within the site away from roads and residential areas. EPA also requires a noise barrier and permanent dust monitoring equipment to be installed.
“EPA has assessed that the risk to surface water, land and groundwater is low.”
As part of the process, EPA Victoria consulted with the community between September 26 and October 19 last year.
The site will have mechanical equipment to sort, and screen recycled and waste material containing concrete, bricks, asphalt and rock. It will be sorted into soil fill material and construction material. Material not suited for refusing it will be sent to a permitted site for disposal.
